There is a report on Terminated Volunteers, but the Inactive Volunteers reports are about non-terminated volunteers during a particular period of time. You don’t need a filter to run those.

Non-terminated volunteers who have not served hours at any of their placements during a period of time. Includes their placements and phone numbers.
