The Stations by Focus Area report yields: For all stations where hours were served, this lists the focus area, the station, and the number of volunteers.

Choose Current Focus Areas. (The Legacy report enables you to report on the old Service Categories and obsolete focus areas for legacy progress reports.)
Set the date range, choose the Sort Order—either by Focus Area or Station Name. Preview.
Here is an example of what the report looks like with a small sample of data, sorted by Focus area.
Alternatively, you could sort it by Station Name so that the stations are displayed alphabetically.
You also have the option to check the box to 
Include stations with 0 hours.
